Assembly without an Executive.. is a shadow?

The BBC are trailing Sunday’s Politics Show interview with Taoiseach Bertie Ahern with a report on his comments about Plan A, or rather the governments’ blue-print. Apparently the Taoiseach has stated that – “if we don’t [get] agreement on the executive you can’t have an executive. But that shouldn’t stop the assembly operating for a period of time while there is work for it to do and that could take a few months.” Except, without an Executive, the Assembly is dissolved after 6[?] weeks, and we have new elections. He doesn’t mean a shadow Assembly, surely?.. Hmm.. Don’t we already have the general opinion on that option?.. Or does he mean the US[sic] model?.. and what was that about a Plan B anyway?
